Abstract
This chapter examines the integration of animal welfare into disaster management, focusing on mitigation and preparedness strategies to reduce vulnerabilities and increase response capabilities. The chapter underscores the importance of proactive measures, including training programs for first responders, public education campaigns, and emergency planning that incorporates animals into evacuation protocols. The role of legislation as a mitigation tool is also analyzed, drawing on global examples such as established laws in the United States and contemporary reforms being advocated in New Zealand. These examples demonstrate how integrating animal welfare into disaster planning can enhance public safety and compliance.
